This house has a non CHA and historic Richmond plaque of the front of its house. It does not match the other CHA plaques in the neighborhood.
Please have citizen to take down the plaque and order a proper one from Historic Richmond Foundation. If everyone made a makeshift plaque without doing the proper research that is conducted by the Historic Richmond Foundation then these neighborhood plaques do not mean anything and their authenticity cannot be trusted.

I checked the link you provided: It says that residents can voluntarily participate. It is hard to read the information on the plaque from the picture you took; however, if it is in violation, it appears that the CHA wold be the people to contact, not the city.
Historic Plaque Program
In a neighborhood rich with history, residents can voluntarily participate in the Historic Plaque program to help document and display information regarding the history of their own home. Text on the plaques is researched either by the owner, or by VCU students working under the guidance of Historic Richmond Foundation. The plaques not only enhance the property, but also the connectivity and charm of our neighborhood.
The three available sizes are: Small $200, med $250 and large $300.
To participate in our historic plaque program please contact the Historic Richmond Foundation.
