Who from the Town of Coventry authorized turning a "Right of way" into a drainage ditch? Is that even legal?

Someone once posted that this issue was resolved. It has NEVER been resolved. The Public works Director, who has since retired, his henchmen and even the representative from the DEM are all corrupt and deemed the project "okay". The only thing the town of Coventry did was pay for damages, due to the loss of a hundred year old tree which was undermined, AFTER my insurance company subrogated. The Town completely destroyed access to an area that was used by the neighbors for swimming. After I called the DEM the first time, the town attempted to fix to the mud pit they dug. It has NEVER been maintained properly or fixed. They also attempted to take some of my property by eminent domain. The corruption in the Town of Coventry at that time was plausibly rampant throughout.
