Hi Jennifer, Are these round open holes that are meant to have metal covers on them? If I think they are what you are describing, they are probably water valves that are missing their cover plates, and if this is the case, then you need to contact Tucson Water at 520-791-3242 or TWWebAcct1@tucsonaz.gov

Don't even bother with seeclickfix...the City doesn't care about this website and it is essentially worthless...I only monitor as a concerned citizen and try to help out other concerned citizens to get things fixed or at least pointed in the right direction...Best of luck to you and safe cycling!
