As I travel this road often, it's the left lane that causes the problem whenyou have cars waiting to turn left onto Howard. I think that it might be better if the left lane become the 'left turn only lane' (as this is the lane that gets backed up because of the oncoming traffic) and right lane be a turn or go straight. It can be given a 15-20 lead before the north bound light turns green ... to give time for some of that south bound traffic to move thru the intersection, then turn red so the north bound can proceed. Just thought.

Or, turn only signals could be added, and signal timing changed to allow straight and turning from one direction at a time. Just throwing another solution out there as this is a constant frustration and dangerous.
