Report this to code enforcement at (520) 791-5843 or https://www.tucsonaz.gov/pdsd/code-enforcement-violation-report as a "right of way obstruction" The homeowner closest to the tree is responsible for cutting it back and the only way this is going to happen is if you open a case through Code Enforcement.
