They know the system because Oakland has no consequences for those who break the city laws. If Oakland would be harsh on this type, give them a fine, community service, whatever it takes, remove them permanently they might learn. Oakland should be ashamed.
Who is "they"? True, generally no consequences, the City currently does not have the enforcement budget to be everywhere with respect to catching criminals in the act of dumping - and citizens would not allow sanctioned 24-7 cameras' that recorded and charged people based on video - or would they? There are rewards for any citizen that can help catch a dumper in the act - do you have evidence? Can you help?

it is entirely wrong and defective that your management does not allow direct communization - bat crazy in fact IMO and in totality the operations we have documented by the city increase taxpayer cost of services by 10-20% and reduce effectively, while making many citizens furious and increasing friction and anger among the "two sides".
After 15 years trying to get the City to change and employ common sense on all matters from public safety, crime, and public works - I have to conclude that the 'commitment to not changing' is resolute.
