These carts actually belong to one single homeless person. He has been moving the carts around. It's now located on 14th st in the alley between Meridian St. NW and Newton St. N.W. The people you are referring to at the plaza are actually homeless convicted felonies. They harass residents constantly, are responsible for petty theft , public intoxication, breaking into cars and drug trafficking. I've seen it countless times. Just yesterday evening one of these man walked into Potbelly and tried to steal a pair of sunglasses from one of the tables.
