Oakland do ever get sick of not enforcing the laws. As large as Oakland is there must be one spot where the homeless and ones that live in motor homes can camp out instead of setting up wherever they feel like it.

This would never be tolerated in Rockridge or Montclair. Only in East Oakland.

Find out what police beat and NCPC you are in. You to also need to find out who your CRO (community resource officer ) is. This looks like private property try filing a complaint with code enforcement 238-8881. This also takes time a week to to go out and then they give the property owners a month to respond. So call back in 6 weeks. The more complaints from your neighbors the better you have to stay on them. You have to understand the City of Oakland is stuck in "Reactive mode" so very little gets done unless there is a tragedy of some type, or a bunch of it taxpaying are in uproar. It sound like its that time.
