IIRC there used to be. I don' know if the bylaws still reflect a prohibition on 'engine retarder brakes'. If not one should be implemented and proper signage put in place at all entrances to the city starting at the pulp mill area! The 'noise bylaw' is simply not adequate or enforcable in this regard.

Sometimes with a heavy load we need to jake to help keep the load under control with descent or risk losing our brakes and having a bigger issue with us in your living room, but jaking for the sake of braking is uncalled for. Wouldnt have to if they built a bypass around the city and 2nd ave was built properly.
