So the bike gang phenomenon in New Haven is actually kinda funny - low seats, swarms of them on sidewalks, cutting off foot and vehicular traffic. I often am accosted on my bike (that is, they deliberately aim right at me, even as I'm going right way on street, before swerving at last second), but I've typically found it funny - I wear a helmet and I'm fairly larger than they are, so they will get it far worse than me (though I guess if they gained up on me they could probably hurt me). But if my grandma were biking in NH, she might feel threatened by them, and that is what concerns me. NH cyclists should feel safe and secure from cars but also fellow cyclists. Stricter enforcement of cyclist rules might help (although with all the construction and pointless one-way streets, I would add that every cyclist in the city has probably violated sidewalk rules at some point). Any other thoughts?

The use of the "gangs" and "swarm" in this context are off putting. Particularly because these are mostly young African American teenagers.
Have you ever stopped to talk to these young people?
I ride a bike and I drive and whenever I see these kids I just want to pull over and give them helmets.
1) We need a free and safe place in town where young people can go and skate/bike/atv.
Other cyclists with experience can teach them tricks and help them learn to bike safely on city streets. Of course not all young people are going to want to do this, but we need to create a safe place for young people to come and do something they enjoy for a million reasons.
2) We should give free/inexpensive helmets to young people on the street who aren't wearing them. By we, I mean other cyclists (volunteers), police officers, street outreach workers, etc.
3) We should make roads all over town safer for cyclists.
