Sorry, but the black plastic bags are about two feet from the paved road and over the culvert that no doubt was put in by whatever govt. agency's jurisdiction this location is in. How can that not be ROW ...Right of Way....??? SEE PHOTO.

Cleaner, do you think that screaming at the people who are trying to help you is going to aid you? It will accomplish the opposite, as you may have noticed by now.
