I have heard the same "crying" when I am home during the day. It is loud, disturbing, and nerve racking! This had to be stopped especially if anyone wants to rest!

Our neighbor contacted the police department and was transferred to Animal Services where he was told there would be a five minute wait to speak to someone. Phone batteries would go dead and would cost money to wait all that time. A farce!
I suppose the police would get involved if there was harm done to the dog or owners.

Law enforcement issues such as noise ordinance violations would need to be reported directly to the St. Petersburg Police Department by calling 727-893-7780 (for non-emergencies) or 911 (for emergencies.) Sec. 4-57 (1) "frequent barking for continuous periods of ten minutes or more at any time". Therefore, a crying/howling dog should be included.
In addition, Sec 4-5 (1) addresses CATS "the frequent raising of any disturbance at late or early hours or at long intervals or both"
In other words - City Ordinances prohibit cats and dogs from causing continuous noise so therefore, the City should handle this matter.
