I think once and for all the city should part take in an effort to level the old Armstrong complex. This is a massive amount of land that could be used for something much better than the biggest eyesore in West Haven. Could build a shopping plaza for the soon to new train station or condos; something to stimulate growth in West Haven.

Certainly if the physical structure isn't demolished, it would be great if it was refurbished and re-purposed (although, given the brick facing issues, etc., I agree, probably easier to tear down and rebuild).
Given the recent sidewalk projects, and the re-finishing of the former hardware store, and other improvements on Sawmill in preparation for the train station, hopefully this sort of project is already on the radar.

FYI: The Armstrong building was built under the federal government's WWII war machinery program. The structure is designed for heavy 700 pounds per square foot live-loading. It is heavy steel reinforced concrete. The cost to demolish the building would perhaps be in excess of 10 million. Twenty years ago the section of Armstrong behind Saw Mill Road was attempted to be taken down, but it was too difficult for the wrecking company and work had to be halted.
I agree with your attempt to help West Haven, I'm just trying to shed some light on the difficulties of such a project. Hopefully they can be over come.
Also, there is a great gym in the Armstrong building and it would be a shame to see it go :=).
