Shouldn't this be referred to the Police Department? Does Windsor have an illegal dumping rule, or a blight ordinance? Might fining the banks make them do more for these vacant properties, instead of sitting unused and unlivable for months and years on end?

A citation is fine but why is the trash and door still there. Please get rid of it and then charge the owner for it. The moldy garbage will eventually rip apart and go everywhere. Please get rid of the trash.

Removing the trash is just pruning the poison ivy.

What's the real problem?

okay than Bill---We'll give you the trash to bring the dump and then we can continue to work on getting the owner to fix the house. Otherwise this 'poison ivy' is going to be scattered all over the street. It has been here for over a month. It isn't going to magically disappear no matter how long it sits at the end of the driveway.
