RR tracks blocked for excessive period of time. 18 minutes and counting and the train is stopping. I apologize for repeating past posts that the city can do little more than issue citations, but o can't find the post that said what was to be done about this. Thank you.

Thank you for your post. Unfortunately our only recourse is to continue issuing citations. Norfolk Southern has drafted a couple orders telling the trains not to stop, however, they continue to do so. Norfolk Southern has also taken the position they will challenge most if not all citations issued to them. I personally have over 60 subpoenas for court on their citations.
