Did you report this to the three public safety officers? This is the wrong forum for a complaint such as this. If you reported it to the appropriate party then there is no need to post it here.

please explain in detail what you saw and what this person was doing. Details like one or two hands, size, color, and and distinctive featurs that would help paint a better picture of the event.

SEECLICKFIX: When you see something (SEE), you can report it on your computer (CLICK) so that it can be fixed (FIX). For example, graffitti, lights out, damaged pavement, uprooted trees.

This forum is not for reporting CRIMES that require immediate attention by either the police or Public Safety. When you see something happening that requires the police or Public Safety, you call them directly. Since you saw three Public Safety Officers in the vicinity, that's who you report it to.

This forum is not for urgent items that need immediate attention.

You're supposed to call the cops when this happens.
