The east-west crosswalks at 70th Ave N and MLK are in frequent use by pedestrians go to and from the North Branch libarary and Fossil Park. I've witnessed several incidents of cars turning in front of pedestrians despite the cross signal indicating a ped right-of-way. I would like to see a flashing yellow signal like those further down at Gateway Mall on MLK and on 22nd Ave and Crescent Lake Park. The signage at these two places strongly reminds drivers of the state law, but at ours we have only a couple of week signs. This also a school crossing zone.

I'm guessing the OP is talking about right-turn traffic impinging on the pedestrian RoW; it might be useful to evaluate the intersection for No Turn On Red signage -- or, as at Gandy and SB 4th Street, an *active* No Turn On Red sign.
And the restriction actually comes from the MUTCD, incorporated in Florida Statutes by reference:

Yes, the FHWA wrote that manual, but it's authors are not the controlling agency, FDOT is.

The most recent incident happened on mid-morning Saturday, but over time, it has occurred at different times. This has happened most often by cars turning north onto MLK from 70th Ave on the west side, followed by cars turning north onto MLK coming from the library/Fossil Park lots.
The pedestrian crossing signs (walking figure and count-down indicator) generally work, but extra caution is needed before crossing due to two cement light poles at the corners next to the crosswalks that obstruct drivers' view of peds getting ready to cross MLK.
There is also the frontage road which also has an intersection just off of MLK and 70th.
I'd like to take someone on a brief tour so that the issue can be properly conveyed.
I have previously contacted the city before and a ped crossing sign on the east corner appears to have been the result. Heading north on MLK, this sign is more of a obstruction to pedestrians on the other side of it.
This crossing is in frequent used by Meadowlawn residents heading to the library or park. I cross it at least three times a week and have done so for years. I feel the problem has worsened and needs to be addressed.
