Description
Vehicle has been parked for over 8 months or so without being moved. Has pile of leaves and debris under it. It has a plate expiration of 2017, but maybe no insurance, etc. The car obviously doesn't run. The city shouldn't be a free parking lot for such vehicles that don't obviously work.
