I don't know if a police report would make a difference. I do know that you can't file a report anonymously, but you can file a complaint anonymously. I don't know if I'd want these people to know it was me who called the cops on them. People can be crazy these days. If you call and complain enough, eventually the cops will get tired of coming out and someone will get arrested.
