This is a city wide problem. I have seen high bushes on the corner of carpenter and pine, and nothing is trimmed back. I have complained in the past when I first moved here and nothing happened to fix it. I surely hope that your problem gets fixed. If not I would do some measurements and see if part those bushes are on your property and then go try some trimming
