I am sure Mayor Harp has not made any agreements that allow law abiding people to be harassed by ATVS and dirt bikes. Believe me there are other things for young people to do. I to called 911 concerning this issue. After letting it ring 20 times I had to hang up and call back because no one answered. 2 hours later, this same mixed group of adults and older teenagers was riding down Dixwell avenue with police in pursuit. These were not innocent kids having a good time. Innocent kids don't need to wrap fabric around their entire face to hide their identities.
