They are breaking several laws, Starting with Oakland muni code 9.08.160 - Sitting or lying on streets and sidewalks. 9.08.170 - Obstructing pedestrians. 9.08.180 - Alcoholic beverages on public streets, Also read Oakland Code of Ordinances Chapter 8.11- Illegal Dumping and Littering 8.11.100 thur 8.11.930. If the City Oakland gave these folks the option to leave or to do community service for the laws they breaking most would leave.

Karla have you tried to fight the ticket? Don't know if it would help, but camping and blocking sidewalks is illegal also. Just because they can't pay doesn't mean they are above the law (in Oakland I guess), but they can do community service.
