We just moved in to the neighborhood and every day we get woken up by our neighbors yappy dog at 4 in the morning. They have the most disgusting backyard (and overall property in the neighborhood) and let this poor dog run outside whenever it wants thanks to a doggie door. They never supervise him and let him do whatever he wants.
I also just got a puppy and the poor thing is scared to do his business cuz of the dog barking at him.
I dont even want to get into the issue of all their ivy growning through the fence onto our property. I wish i knew where to report all this.

The dogs aren't the nuisance...dogs do what dogs do...it is the neighbor who owns the dog that is the nuisance. The law says that noise is okay after 7 a.m. and up until 11 p.m., but if it is continual barking for long periods of time, call the police OR if it is during the time that Hamstat Call Center is open 8 a.m. to 4:30 p.m., call and complain and they will send an Animal Control Officer out to make sure the dog is all right and will serve a summons.
BEFORE you use the police or animal control...HAVE YOU spoken directly...nicely...to the neighbor to let them know it is a problem? If a couple of you walk over and talk to the neighbor, you may resolve the issue without having to go any further. The condition of the property has nothing to do with the dog. Again, it is the owner who is creating the problem...talk sometimes works. Especially if they know more than one neighbor is disturbed.
