Sadly PWD will not refer this to OPD. Like SCF is for the PWD it up to public to report these issues to the police. Maybe you can work with your neighbors to get security cameras. I gave up on locking my older truck and just leave it unlocked. I have a club and remove the fuel pump relay. I have not had a broken window since. Good luck the Oakland police are overwhelmed.
