Description
There is MASSIVE gridlock at Atlantic/Webster as well as Webster/Stargell every 1st Sunday of the month due to the Antiques Fair at the Point. Cars often jump the light and end up obstructing through traffic at both intersections.
This has been brought to the attention of APD several times over the past few years, but nothing has been done to fix the problem.
How much longer do we have to wait for a solution?

Concerns have been raised about this intersection previously in regards to both engineering and enforcement.

The situation will only get worse with increased development. What are the plans to address traffic in all its forms: vehicles, pedestrians and bicyclists? This intersection will also soon be part of the Cross Alameda Trail.
Could the community please receive a response from those managers who are responsible? How are these problems going to be addressed?

In all these years of the Antiques Fair, I am yet to see APD in action at both the above interesections. The massive gridlocks at the intersection can be avoided if cars don't run the light. Why isn't APD policing the intersections despite numerous complaints?

As stated before, this traffic issue materializes when every member of my particular unit is off duty. The classification of this complaint is traffic related but not truly under my area of responsibility. Nonetheless, I understand your concerns. If you want traffic out in force, I would urge whoever approved this permit to require the fair folks to hire officers to work traffic enforcement around the fair on an exclusive contract.
I have forwarded this request to the patrol division which is at a historically low staffing level nearly every day. The cause of the traffic is a concentrated event that has approval from the city. The dates are clearly defined and a month apart. I understand there is congestion, however, I have no control over canceling the event or, on Sundays) directing traffic enforcement. I would recommend taking these concerns up with a more appropriate official. Our traffic signals, Oakland's traffic signals on the other end of the Posey Tube, and the sheer number of vehicles concentrated to one area is the cause of this. I am not dismissing the issue. There is traffic. There is a very defined reason for it, and there is a reason it continues to happen. I have no pro or con stance on the event whatsoever. Every city has this whether it is a weekly, monthly, or yearly event or a major sports team. The hours of said traffic impact are defined and alternate routes are widely available; although maybe less convenient.

There are also these large screens (?) at Atlantic/3rd (see here: http://tinyurl.com/zw4tupj, just behind the 3rd Street sign) that have been idle for the past 2+ years.

As part of the Webster Street smart corridor project, cameras were installed at key intersections. Do these cameras actually work or are they like BART cameras? If they work, who is monitoring them? If they are being monitored, is APD ready to respond when problems appear on the cameras?
Who is responsible for the record low in patrol and traffic enforcement officers? Is it the Mayor? City Council? City Manager? Police Chief? Which public official(s) do we hold responsible? The economy is booming and city revenues are up. Why is our police department so short staffed? Who do we hold responsible?
