Well the condition has gotten somewhat better. It hasn't stopped completely, I don't know if because someone said something to the neighbor about the dog or because its getting cold and my windows are shut. But hopefully she controls the dog's barking from now on. If not I'll be back at it and will call the SPCA or another organization.
