Sharraxaadda

A while back the light at this intersection was reversed so that people coming from the Belroy side went first during the day, and people coming from the courthouse side went first at night after 7pm. this is completely backwards to how it should be. Also, the timing on the light was changed so now you have to wait longer for traffic on 17 before the light will turn red for them. Ever since these changes were put in place traffic on the courthouse side of 17 backs up very badly. So it ends up taking two to three cycles of the light to get through. Why was this change made? And can it be reversed? Or put back to the way it was?
