I'm not sure what that particular cap is for, but the underground electrical service (Eversource) that serves this stretch of Broadway failed several years ago and all of the buildings on this stretch of Broadway (including mine) are now temporarily rigged off of other nearby sources. It would probably be best if the City and Eversource could negotiate a timeline for restoration of this underground electrical service. This would require excavation and the installation of new conduit (currently there is none), and any necessary adjustments to castings and other needs could be addressed as part of that larger project.
