Biking from downtown to coffee pot Blvd, immediately before landing on Granada terrace stepped waterside platform there is a city utility plate on the sidewalk not secured. It is recessed into sidewalk but flips up. While biking I rode over left side of plate and plate on other side popped up, hit my rear wheel, forced me into an immediate stop situation where my groin hit the center bar. It almost flipped me over my bike. Plate needs to be sdcured into place. This could happen to anyone , blading, biking, or boarding. A dangerous situation that will cause a severe injury to another individual.
