LE close off the endless dirt tracks that are used by dumpers. The only people using these roads are dumpers and people who want to hide and shoot drugs. Stop wasting tax payers money with cleaning up when you don't fix the problem. This city has done everything to attract the wrong people. Clean this town up or step aside and let some who will. Your code enforcement is a joke, only bothering people who have money for you to suck off. Not following up on past warnings. Get someone in there who understands what it means to enforce code.
