Description
There is a woman and a male panhandler at the intersection of 22nd Avenue North and 4th Street. The woman stepped out in front of an oncoming car and almost got hit. Not sure if they are both high on something or what. She is holding up a small cardboard sign that you can't read because the print is too small and he is standing about 100 feet away in the shade of a tree, but he kept walking over towards her every couple seconds. This is very close to the driveway at the Rally gas station facing 4th Street.
