I'm a neighbor who is thankful the city is doing what it can to control the halloween mess at this house. it was better last year with the parking ban. he can't hang things from the power lines anymore but i see he still is hanging things in the half-dead trees owned by the city (between the sidewalk and road). there's not a city around that doesn't disallow this. please consider telling him it's illegal to hang things from street trees... i know there must be an ordinance about it somewhere. take away as much of the overhead display as you can and this guys stuff loses some of the "wow" factor and helps give us some peace.
