The initial enquirer was contacted regarding this issue in the fall of 2012. We provided them with the following response:
The speed limit in back alleys/lanes is 20km/hr as indicated in the City of Red Deer Traffic Bylaw as a general rule of the road. Traffic signs are not normally installed for these general rules of the road. If traffic signs have to be installed to advise motorists of the numerous rules of the road at all locations where these rules are applicable, the sign proliferation would cause serious motorist confusion. On the other hand, if 20km/hr speed limit signs are installed only at certain locations, some people may think that this general rule does not apply where there are no signs posted.
The use of speed bumps is discouraged; in fact it is the policy of City Council that speed bumps are not to be considered on City streets / lanes for the followng reasons:
1. Emergency Services vehicles access issue; Emergency vehicles, particularly ambulances with a patient on board, have to slow down considerably when crossing speed bumps.
2. Snow clearing, garbage collection & street maintenance issues.
3. Noise concerns.
4. Collisions: motorists tend to accelerate following a speed bump to make up for perceived lost time, as well as erratic driving, which leads to increased "rear end" type collisions.
Concerns about vehicle speed are more effectively addressed through enforcement. If you observe speeding traffic you may wish to contact the RCMP complaint line at 403.343.5575.

All of these are of course legitimate and have at least some logic.
The rub of course are the folks using it as a main city street. The people who are speeding down our back lane are quite Lilly the same who speed on our city streets. It seems the common rules of the road are either not known to them or they simply don't feel they apply to them.
As for enforcement-please send them around more often-but to call on them every time I see someone speeding is ridiculous. With budget shortfalls such a concern, why the enforcement doesn't capitaliz on this low hanging fruit is astounding to myself and my neighbors
Please revisit your decision on this. I intend on petitioning my neighborhood in the early spring and contacting the sitting council members shortly after that.
