on the north side of Valley road there is massive amounts of trash along the street. dangerous fencing on the sidewalk. and weeds eyeball high growing. all this is right on the other side of all the row homes where children play and people live. it's been like that for years and code enforcement does not cite that property owner to clean it up etc. why?
