For over 40 years you could make a left turn from going east on Foulk Rd. to going north on Shipley. Since they redid Foulk road, the red arrow changes from green to solid red rather than a blinking red so you can't make the left turn while through traffic going east on Foulk has a green light. This should be changed to a blinking red light while the through traffic has the green light. While waiting to make the left turn you have full view of oncoming traffic and can safely make the left turn.
