You weren't living in the house, which had been unsuitable for habitation for over a year. Properties like 1003 S Hickory are the reason many people are afraid to live downtown. I would bet that for every 20 houses in unlivable conditions, one - the worst of the worst offenders - actually gets demolished. If the owners of these illegal, blighted properties cannot afford repairs, they should try to sell them, especially when given years to do so while no one is taking them to task for their irresponsible behavior. I don't recall this house being on the market.
A nosy neighbor for one problem house is the rest of the block's best friend.
The $22k you now owe the city is a fraction of what you were costing your immediate neighbors in property values because of the blighted house. Notice: we don't put up with it here in HP.
