If the owners of these illegal, blighted properties cannot afford repairs, they should try to sell them, especially when given years to do so while no one is taking them to task for their irresponsible behavior. I don't recall this house being on the market.
A nosy neighbor for one problem house is the rest of the block's best friend.
The $22k you now owe the city is a fraction of what you were costing your immediate neighbors in property values because of the blighted house. Notice: we don't put up with it here in HP.
