If what you say is true - Is it causing you a personal problem or are you just wanting to identify a code violation? There are over 4,000 Short Term Rentals (STR) in Pinellas County right now. Did you know that STRs are legal in the eyes of the Federal, State of Florida and County Governments?
I could think of at least a hundred other ways that would be more productive for you to spend your free time (and probably to fix up our neighborhood that is FULL of crime).
I am flattered that high end rentals bring visitors to our neighborhood. These visitors love and appreciate being able to experience the beauty of our island, contribute to our tourism economy, and often turn into residents themselves. It's wonderful to see that happening. These rental properties are professionally maintained and look much better than many of the resident occupied properties with junk and litter in the yard. Our time could be better spent helping the unsightly homes with deferred maintenance issues that negatively affect our property values and turn potential buyers away.

I think it is scary that a neighbour is going around and peeking into peoples property to see if someone different is at home. That is really creepy. I can understand if there is a noise or trash problem with a property but this person sounds like a peeping tom busybody. Keep an eye out for this suspicious character creeping around.
