City Hall – DR assigned this issue to Police - JW (Communications)

So is this a police issue or a traffic and parking issue? I routinely call CPD and are told to call T&P. I call T&P and they say it's outside of business hours so call CPD. Who's going to own keeping the bike lanes safe?
