It is not mandatory that a USPS worker pickup outgong mail from your home. It is a courtesy of the mail person unless you have scheduled a package pickup with the Postal Service. The Package Pickup service allows you to schedule a pickup for your eligible mailpiece(s) at the same time your mail is delivered by your letter carrier — the next day or a designated delivery day. There is no additional charge for Package Pickup when your package is picked up as part of your carrier's route and he or she does not need to make a special trip to pick up your mailpiece(s). There is no limit to the number of items that can be left for Package Pickup. Priority Mail Express packages, Priority Mail items, First-Class Package Service parcels, and international, or returns packages are eligible for free Package Pickup the next day or a designated delivery day. Packages of other mail classes, such as First-Class Mail parcels, may also be picked up, as long as they are combined with one of the aforementioned premium products.
I have attached a clip onto the outside of my mailbox where I clip my outgoing mail, making it easy for the mailperson to see and retrieve it. Maybe that would help.
