Oh my God! These are the same people dumping in WO all the time I'm sure. Because they can! Even if we catch them? Put them on video, nothing happens to them. I see these private hauling trucks/businesses that prob advertise on CL driving slowly around our hood with truck loads, looking for dump spots. I don't have time to follow them around but even if I did catch them, nothing happens. :(

The City Attorney will go after them but only if members of the public wish to file a civil complaint though the law corps. With out I witness's, video, photos its the public,s word against the illegal dumpers. I have done this before the law corp were there. Both times the dumpers chose to pay the fine instead of going into court. Most people do not have the time to go though this process. Even more would never get involved.
Is there a process in which the penalties can be stiffened. This is so rampant all over West Oakland. I know there are several witnesses in which the perpetrators have been caught on personal security cameras too.
Only the City Council can raise the illegal dumping penalties. Which are way to low. To turn in illegal dumpers 510-238-6517 lawcorps@oaklandcityattorney.org they do offer rewards.
I read that San Jose raised there illegal dumping fines. Oakland need to raise the fines to act as a deterrent and to really compensate the the true cost of removal and disposal. There should also be a surcharges for all dangerous or hazardous material. I think also putting out some pricey bounties would also help. Any kind of incentive to get the public motivated to turn the illegal dumpers in.

I am not sure where you are getting your information from, or who may be stating this has been addressed, but there should be a serious review. It's about a 10x20 structure, and it's not like they get dropped on a corner all the time. Sure, somebody may be able to lie about a trash pickup and state there was a new incident, but not a structure of this size. Anybody that thinks they can get away with that needs to explain exactly how it came back in such a short period of time.
