You may want to forward this to your neighbors or upload a photograph, in order to draw more attention to the issue. Typically if enough people pay attention to an issue, it starts to get picked up in the media or by local elected officials.
Once an issue is documented, forwarding it along to other parties becomes more effective. Have you tried sending this out to more people, like the Boston bicycling advocacy groups for example?
