And, you cannot read any info on the Builging Permit because it is placed very high
on a window above the door.

"Tons of rats"? I'm not sure that weeds attract rats per se. Garbage does, and there's plenty of that everywhere, particularly from cans and dumpsters that are not sealed, and/or have a lot of open food garbage in them. Such is city life. Remember that that rats were displaced last year when the city upgraded the sewers. It's amazing the rat problem isn't much worse that it seems to be.
As far as this building, potential code violations, the uncut grass and weeds: does the City of Chicago even care? I don't think so. All they care about is getting more revenue.
