man who operates Eddy's Food Center [but does not own the property] diregards neighbor's requests that he keep sidewalk & curb in front of and along side of Eddy's clean by sweeping up litter, discouraging loitering and providing more trash receptacles. Makes that intersetion dirtiest in City Point, and the trash originating there blows down Howard and Second, making more work for howeowners along Howard and Second.
