In the past several months, more motorists are using Independence to cut through to Atlantic; it does not appear they work in the area or live in the area. They are driving WAY beyond the 25 MPH limit. Need better signage; traffic tickets, or signs posting their speed v. the limit.

We have completed the review of traffic for Independence Drive. We looked at the peak hour traffic and average daily traffic and found that they are acceptable for Independence Drive. We understand that there is a concern of an increase in traffic. However, the data does not support additional measures at this time.
For the review of vehicular speeds, we used a metric called the 85th percentile speed. This is the speed that 85% of vehicles are traveling at or below. This metric is commonly used for engineering analysis and police enforcement. The 85th percentile speeds were 28 and 33 mph for eastbound and westbound traffic, respectively. This is at and below what is common in Alameda. Although we do not doubt that there are individuals that are speeding, the data is showing us that a significant majority of traffic is traveling at an acceptable velocity. The proper way to address this is police enforcement. I am reassigning this case to the Police Department for enforcement.
