Sorry, this particular tool is not intended to be used for submitting ordinance complaints like this. Someone could create a different watch area for E. Lansing for such a purpose. I would report this directly to the appropriate EL City office. I seriously doubt that any city in the mid-west was able to keep up with enforcing their sidewalk clearing enforcement rules this winter.
