EBRPD replied that the City of Berkeley maintains this area - Please reopen and resolve the problem.

I have forwarded your message about the Bay Trail to Alexandra Endress, Waterfront Manager for City of Berkeley. The city has the maintenance agreement for the trail within city property.
Thank you for your offer of volunteer service at McLaughlin Eastshore State Park (MESP). While we do not host a volunteer trail maintenance event at this time, we would welcome you to Coast Cleanup Day on September 17. The event will begin at 9:00 am at Marina Way and University Avenue, west of the Bay Trail.

We understand your frustration with the process, however you are reporting a concern that is handled by the East Bay Regional Park District. We have supplied their telephone number 888-327-2757 so you may contact them to give them current and accurate information as the rider of the trail and the reporter of the concern. Please contact the East Bay Regional Park District directly regarding exact location of the weeds on the path, amount of growth, how it is impacting your use of the path, etc. GIS location from your phone is not always accurate especially if you include a picture but report the incident from a different location, so when you can please supply an exact address location or landmark indicator. This additional information is always helpful and increases response time. Please do not reopen cases that are with another jurisdiction prior to contacting them for assistance.
Regarding your feedback on closing cases in the SeeClickFix application. We close the cases when we provide direction to the community if the case is not in Berkeley jurisdiction or when a work order for the issue has been input with the City's Public Works department.

Thank you for your thorough reply, but the way you are handling these issues by referring and closing them is still inappropriate. Many agencies and jurisdictions receive reports of issues within the Berkeley borders via watch areas, and the City of Berkeley does not "own" these SeeClickFix reports. By closing them out prematurely you are giving the false impression that they have been resolved, and other agencies that received the report as well may not know they still need to follow up on it.
Stating that the issue is not the responsibility of the city is one thing, but then choosing to close it out with no fix is inappropriate and inhibits action on the problem. Here is another issue on the Berkeley Bay Trail which I reported some time ago, which was not closed out by the city, and which was recently fixed, possibly by EBRPD: http://seeclickfix.com/issues/2251237. In this case there seemed to be no problem with the city acknowledging but then leaving the report open, which was still eventually resolved. I encourage you to treat all other issues similarly.
Other cities using SeeClickFix actively contact other agencies responsible for that issue themselves instead of asking the public to do so, and I encourage Berkeley to do that too. SeeClickFix is great because an individual doesn't have to know whose responsibility a particular issue is when reporting it, so by closing these issues instead of sending them to EBPRD yourself you are missing out on this valuable citizen engagement and potentially frustrating people away from contributing their volunteer assistance.
