Description
When traffic is turning right from Grand Street they have right of way over traffic coming left from the YMCA. Please place signs to left turning traffic from the YMCA that they need to yield and should not be cutting off people coming off Grand St.

They would only have RoW if Pine was treated as a separate intersection with separate traffic control devices. As there is only one TCD, it is one intersection, therefore traffic turning right has RoW over traffic crossing the thoroughfare and turning left. If there is indeed a green arrow (absolute RoW) then someone needs to evaluate if that is illuminated when Grand Street also has a green.
