Description
The sidewalk here was tarred but during the summer the tar was removed to reveal heavily cracked and uneven concrete.
This is a danger to the pedestrians especially with winter coming.
This is a nice neighborhood. Why is this project unfinished?

Perhaps you should talk to the homeowner and ask them why?
Or if you don't like what it looks like to look the other way.

"If you are planning to do the work yourself, you will need to have a $5000.00 Surety Bond from your insurance company, a $1000.00 Security Deposit made payable to the City of Torrington, (which will be returned to you upon completion and inspection approval of the project) a copy of your homeowners insurance on file with the City and then the $25.00 fee to issue the permit. And it has to be done in asphalt not concrete...which makes it VIRTUALLY IMPOSSIBLE to do it yourself.".
Before the asphalt was torn up is was semi flat.
