No vehicles were there when checked

The issue is at the corner of North Swan Street between Clinton Avenue and Orange Street, going down North Swan on the right. There is also a pothole midway that other vehicles hit when cars are parked on the right. These cars belong to some employees that work in downtown Albany. You can see the empty parking lot (s) from the top of the hill. This is a residential neighborhood and the spot at issue is a NO PARKING ZONE.
